THOMPSON REGISTERS CONTRACT FOR BROOKFIELD LANDFILL REMEDIATION

-After months of delays, DEP finally provides Comptroller with information to move forward -

After receiving previously missing information and in the best interest of Staten Islanders, New York City Comptroller William C. Thompson Jr., registered a contract allowing the New York City Department of Environmental Protection (DEP) to proceed with plans to remediate the Brookfield Landfill in Staten Island. 

“The procurement process for Brookfield Landfill has been seriously mismanaged by DEP.  From cost overruns, to a flawed process of vendor selection, there have been a number of hurdles that have prevented this project from getting off the ground,” Thompson said.  “Although DEP finally provided us with the paperwork we have requested a number of times in the past, this contract was also approved because the neighborhoods that border Brookfield have suffered too long and deserve to have this clean-up begin immediately.”

In a letter to DEP, John Goddard, Director of the Comptroller’s Office of Contract Administration, states, “Although this office continues to have serious concerns with DEP’s management of this procurement, after receiving information not previously provided by DEP, we have determined that it is appropriate to register the contract.”

“This decision is based in large part on the critical nature of the work and the expected public health and environmental benefits, as well as our desire to ensure that scarce State resources committed to the project are not lost.  Registering the contract now will also serve to ease the burden the community has thus far endured because of DEP’s poor management of the procurement,” the letter continues.

A contract for the $241 million project to clean up a swath of land on Staten Island’s South Shore was returned to DEP in July after Thompson found that there were significant issues with the procurement process, including missing paperwork and questions surrounding the selection of a vendor.

Thompson received a response from DEP in August which included missing information previously requested by the Comptroller.  Upon receiving additional information and conducting  a thorough review, Thompson today notified DEP of his action.
