APPOINTS NEW DEPUTY COMPTROLLER
FOR PENSIONS AND ASSISTANT COMPTROLLER FOR PENSION POLICY |

Comptroller William C. Thompson, Jr. announced today that Horatio
H. Sparkes will serve as Deputy Comptroller for Pensions and Kenneth
Sylvester will serve as Assistant Comptroller for Pension Policy.
Both men have assumed their duties.
“I am thrilled to have Horatio and Ken in these two very
critical positions. Each of them brings a wealth of experience and
commitment to the field of public pension policy. They will be valuable
assets to my office,” Comptroller Thompson said.
Prior to this promotion, Mr. Sparkes served as Assistant Comptroller
for Pensions. In his new position, he will oversee the implementation
of the investment policies decided by the boards of the five City
pension funds and the short-term investment of City funds under
guidelines established by the City Department of Finance. In addition,
he will serve as the Comptroller’s representative on the boards
of the five City pension funds.
“I am privileged and proud to serve Comptroller Thompson
and the people of New York City,” Mr. Sparkes said about his
appointment.
Mr. Sylvester joined the Comptroller’s Office in 1983, and
most recently served as Director of Pension Policy. As Assistant
Comptroller for Pension Policy, he will be responsible for the development
and recommendation of corporate governance and proxy policies for
the five City pension funds. He will report to Mr. Sparkes.
“I look forward to assuming this challenging position and
continuing my work with Bill Thompson and his staff,” Mr.
Sylvester noted on his appointment.
