APPOINTS NEW DEPUTY COMPTROLLER FOR PUBLIC FINANCE

Comptroller William C. Thompson, Jr. announced today that Rita J.
Sallis will serve as Deputy Comptroller for Public Finance. Sallis
will assume her new duties on February 25.
"I am confident that Ms. Sallis will be a valuable asset to
the Public Finance bureau," said Thompson. "She brings
a tremendous amount of experience and commitment to her field which
will have a positive impact on our office. I look forward to working
with her. In these difficult fiscal times, the Comptroller's office
needs people of great experience like Ms. Sallis who can make a
real difference."
In her new position, Ms. Sallis will be leading efforts to review
the city's current debt policies and will be the Comptroller's representative
on the New York City Transitional Finance Authority, the New York
City Municipal Water Finance Authority and the New York City Housing
Development Corporation. She will also represent the Comptroller
in debt issuance for the New York City Health and Hospitals Corporation,
the Trust for Cultural Resources of the City of New York and TSASC,
Inc. (Tobacco Settlement Asset Securitization Corporation).
"I am very excited about assuming this very challenging position
and I look forward to working with Bill Thompson and his staff in
these difficult times," Ms. Sallis said about her appointment.
Prior to this position, Ms. Sallis served as Managing Director
at Artemis Capital Group, a firm managed solely by women. During
her tenure with the firm, Artemis became one of the top ten underwriters
in Capital bonds in the country. After Artemis was bought out by
Dain Rausher, Ms. Sallis became a senior co-manager and was responsible
for new business development and account maintenance for bond issuers
across the Northeast and Midwest regions. In addition, Ms. Sallis
managed all of the firm's accounts within New York State.
