The City Comptroller is the chief financial officer, banker and pension fund investment adviser for the City of New York. The City Comptroller is also empowered to enforce the State labor laws in New York City public works projects and approving claims made against the City. As such, the Comptroller is responsible for implementing, monitoring and enforcing a myriad of Federal, State and local laws that affect the City of New York. The Comptroller, as the City's second highest ranking elected official, also initiates and is often asked to support or otherwise get involved in the many legislative proposals that impact the City.

The Bureau of Intergovernmental Relations (IGR) is charged with handling all of the legislative responsibilities on behalf of the Comptroller. IGR monitors, reviews, analyzes, comments on, and helps draft legislative proposals in areas such as municipal finance, asset management, contracts, claims, and labor law. IGR also drafts testimony and prepares summaries on legislation for the Comptroller and senior staff.

IGR also monitors the Stated Meetings and all committee hearings of City Council of the New York City. IGR monitors Council oversight hearings on the Mayor's Management Report and hearings on the City's budget. IGR also reviews, tracks, and reports on all City Council introductions and resolutions, as well as any Federal or State legislative proposals that affect the City.
