The Comptroller's Bureau of Law and Adjustment adjusts personal injury and property damage claims filed against the City of New York. BLA also handles contract disputes with companies that do business with the City.

After a claim is filed, it will be investigated. Based on the results of the investigation and other factors, the Comptroller's Office may extend an offer to settle the claim. If the claim cannot be settled, the claimant may choose to pursue the matter through the courts.

The bureau has improved and expanded its efforts to root out fraudulent claims. If a claim is fraudulent, BLA will turn the case over to the appropriate District Attorney for prosecution to the fullest extent allowable under the law.
