Competitive Sealed Bids (For Services Only)

Welcome to the Purchasing Unit's page for submitting bids for various services under the Small Purchase Procurement method and Competitive Sealed Bid Procurement Method (CSBs). The Comptroller's Office procures services for the following two areas only: Office equipment maintenance and motor vehicle parts appraisal services.

When services are needed in these two areas, the Comptroller's Office notifies vendors who may wish to submit a CSB. To be placed on the list of vendors that we notify, please send a letter to Anita Grant, Purchasing Manager/ACCO, at the address given below. Include the following information in your letter:

  • Federal Tax ID number
  • Vendor name and address
  • A description of services

Notice of Solicitation for Bids For Motor Vehicle and Motor Vehicle Parts Appraisal Services
September 1, 2006 through September 15, 2006

NOTICE OF SOLICIATION AND AVAILABILITY OF BID DOCUMENTS FOR MOTOR VEHICLE AND MOTOR VEHICLE PARTS APPRAISAL SERVICES RELATED TO THE DISPOSITION OF PROPERTY DAMAGE CLAIMS FILED AGAINST OR BY THE CITY OF NEW YORK

The New York City Comptroller’s Office is soliciting Competitive Sealed Multi-Step Bids for all labor, services and materials required to provide Motor Vehicle and Motor Vehicle Parts Appraisal Services related to the Disposition of Property Damage claims filed against or by the City of New York.  The contract resulting from this solicitation will have a term of three (3) years with a two one-year renewal options, under the same terms and conditions, at the discretion of the New York City Comptroller’s Office.  Only New York State licensed appraisers regularly engaged in the business of providing motor vehicle appraisals for at least three years as of the bid due date will be considered for award. 

Bidders will compete in a two-step process in which technical qualifications and the price bid are evaluated separately, and each of which must be separately packaged and clearly identified.  The required technical qualifications will be evaluated in two phases.  During the first phase the City will review material submitted by the bidder.  Based upon the score, bidders receiving 85 points or more (based on a scale of 100 points) will be invited to the Comptroller’s Office for an interview.  The interview will have a maximum rating of 25 points, for a total maximum technical qualifications score of 125 points.  During the second phase, only the price bid of candidates having a combined technical qualifications score of 100 points, out of 125 total possible points, will be opened.  In instances where the combined technical qualifications score (materials and interview) is not at least 100 points, the price portion of the Bid shall be returned unopened to the bidder.

Submissions that do not supply the specific information required shall be non-responsive and will not be considered.

Award will be made to the lowest possible bidder who meets the technical qualifications score and other terms and conditions outlined in the bid documents.

TECHNICAL QUALIFICATION MATERIALS ARE DUE: September 22, 2006

BIDS ARE DUE: October 5, 2006

Interested parties must pick up the bid documents in person from the New York City Comptroller’s Office, 1 Centre Street, Room 701, Attn:  Anita Grant, between the hours of 9:00 am and 5:00 pm, Monday through Friday, from September 1, 2006 through September 15, 2006 exclusive of weekends and City Holidays.  Please bring a business card when picking up the package.
