Bureaus

Administration

The Bureau of Administration manages the Comptroller’s Office operating and capital budgets as well as the full breadth of its human resource function, procurement and payment responsibilities, facilities management and support services.

Asset Management

The Bureau of Asset Management (BAM) assists the Pension Funds in selecting investment advisors and consultants. The Funds invest in a variety of asset classes, including U.S. and foreign equities and U.S. fixed income products. 

Audit

Our mission is accomplished by conducting audits and other analyses of City-funded operations in accordance with the New York City Charter, and by providing our findings and recommendations to those City managers and officials who are authorized and empowered to effect change. 

Budget

The Comptroller's Bureau of Fiscal and Budget Studies and Bureau of Financial Analysis monitor New York City's fiscal and cash position.

Commercial Banking

Since its inception, the Commercial Banking Division has embarked on a number of programs that will enhance the economic vitality of the city’s communities and help city residents better understand financial services.

Community Action Center

Through CAC, residents, contractors, elected officials and City employees can get information about the public pension system, city contracts, procurement policy and information about filing claims.

Community Relations

The Office of Community Relations’ (OCR) primary function is to ensure that the general public has access to the services of the New York City Comptroller’s Office. 

Contract Administration

The Comptroller's Office of Contract Administration (OCA) is responsible for reviewing all contracts, contract amendments, leases and concessions between City agencies and vendors to determine whether the agreement should be registered.

Engineering

The Bureau of Engineering provides engineering assistance and serves as the Comptroller’s technical consultant on engineering matters.

Information Systems

The Bureau of Information Systems (BIS) is comprised of 11 divisions, providing customer support and technology leadership for the Office of the Comptroller. BIS is lead by the Comptroller’s Chief Information Officer (CIO) and is staffed by technology professionals with expertise in a wide array of disciplines. BIS maintains over 100 application software products that provide a full range of technology support for key business functions and Charter mandated responsibilities of the Comptroller’s Office.

Intergovernmental Relations

The Bureau of Intergovernmental Relations (IGR) is charged with handling all of the legislative responsibilities on behalf of the Comptroller.

Labor Law

The Comptroller’s Bureau of Labor Law enforces New York State Labor Law §220 and 230 and New York City Administrative Code §6-109. These laws require private sector contractors engaged in public work projects in the City of New York to pay no less than the prevailing wage to their employees for work covered by the statutes, as determined by this bureau. 

Law & Adjustment

The Comptroller's Bureau of Law and Adjustment adjusts personal injury and property damage claims filed against the City of New York. BLA also handles contract disputes with companies that do business with the City. 

Public Policy

The Policy Group analyzes specific issues and trends connected with a broad array of City policies, and provides policy options for the Comptroller so that he may participate effectively in setting municipal priorities. 

Press Office

It is the job of the Comptroller’s Press Office to disseminate information and reports produced by the Comptroller’s Office.
